Only Ops Can Use Nether Portals

I've searched a bit, but can't find any documentation of this.

We're running an up-to-date SMP server, with Bukkit, and with the plugins:

Essentials
EssentialsChat
EssentialsProtect
EssentialsSpawn
AntiBuild
EssentialsGroupManager
rTriggers

For some reason, only ops can use nether portals. I can't find a config ANYWHERE to change this, we even gave non-ops access to the /world command so they can swap back and forth between worlds that way, but just can't use portals.

Thoughts?

 

you should include the permissions/groupmanager file, it might have a fault in it

For my understanding, what's the change that will allow non-ops to use portals? I see you just cleaned up a lot of the duped commands and such, but I don't understand what'll fix the portal thing.
