NoDrop Specific Items (I don't know if someone made this plugin, its easy)

What I want:
I'd like a plugin where when you put items in the config on what you want that will disallow players to drop the item, I also like it to be that instead of writing the item name you can just put the item id.
I also want the plugin so you can set messages that will say like "you cant drop this item" and you can put colors and it allows you so you cant put any messages

Ideas for commands:
/snd reload - reloads the plugin, i need this because if I reload the server like multiple time it like restarts the server so I want this command

Ideas for permissions:
snd.bypass - allows you to drop the items
snd.reload - allows you to reload the plugin
