   Description: Allows players to open chests but not allowed to put any items in at all. If they do it says to them in a configurable message: You can't place items into chests! and it gives the item back
   Commands: /nci enable/disable
   Permission: nci.toggle

   Would that be for every player and every chest?
   So everyone can access every chest or nobody can access any chest?
