New chunks -> No grass blocks

I am looking to generate a new map, and make it so that no grass blocks are generated (basically, instead of a grass surface, i want a dirt surface).

so far, the only way i've found that MAY work for this, is to manually go about and pre-generate the map, and then do a world edit (or offline MC edit), and replace all grass blocks with dirt (or even a ratio of dirt/gravel/stone, etc etc).
I would like to be able to give the world a seed, that doesn't naturally generate grass, but as of yet, i haven't found any easy way to do this... :/

Any ideas?
