Need help with worldguard (urgent)

I use worldguard and I would like it so C block prisoners can't go inside of B block, and vice versa.
I followed this:

and it doesn't work. I tried giving the groups their permissions, but they still aren't working. Anyone have a guide on how I can deny access to certain ranks? Thanks
