Need Help With Permissions On My Server

Hello, I have the following plugins:
- WorldGuard
-WorldEdit
-Essentials
-Groupmanager
(other that wouldnt affect this)

The only way that allows people to build is if they are set as a OP. Even if I promote them to Admin, they still cannot build unless they are declared a OP, which causes problems because then they have access to every command. How can I fix this? It doesnt say they dont have perm, they just cant place/break blocks.

I can give them commands like fly and they work but no building.

Any suggestions?
