Need Help with making a marketplace

I'm trying to make a player-owned marketplace, where individual members of the server can rent a space for a number of days, build their own shop, sell and buy wares, then after said number of days, their custom built shop will disappear.

Is there any plugin that would allow me to do this?

The player marketplace is in the protected spawn area, how would I give permissions (to a player who rented a plot) to allow the player to build on a designated area, without giving them access to the entirety of the spawn?
