It goes through your permissions file in quite a bit of detail...
Basically it tells you what each rank can and can't do.

It also gives some optimisation info too. (these are optional changes though)

EDIT:
Oh and when pasting code, either use code tags like ChumCHumx says or use http://pastebin.com/ it will keep your formatting intact, which is needed for YAML.

Start putting your permissions in code tags, it's rather annoying having to scroll so much...

Are other ranks able to chat?
I can't really see any chat based permissions in there, the only one I can think of is this: - essentials.message

It exists in the members group, which the default group doesn't have.
If chat works for all groups except default it may be that that node is the node required to get default being able to chat...

If you mean it doesn't exist at all... well I'm just going off their permissions file, I don't use essentials so I haven't memorised its permission nodes

You dont have a group called OP so im assuming you mean people ranked using /op ?
