Remove the IP from the server.property file. Bukkit automatically detects the IP for you, and this may be why you are getting this problem.
@jack.wannan IP is no issue, the port is. Remove the IP from the server.properties and check if the server starts.

@jack.wannan Did you port forward the firewall on your server? Did you port forward the router to have a port open that points to said server?
This is why we use dedicated hosting, but if you messed up your port forwarding lookup a tutorial for 2017 minecraft portfowarding
