Problem/Bug Multiverse trying to enforce gamemode switch

Hey all I'm rather new to servers and plugins.

I have multiverse-core, multiverse-inventories and multiverse-portals. I have 2 worlds on the server where I am trying to have one be a creative world and the other be survival. I have the creative world set to creative and the survival world set to survival in the worlds.yml file and ive tried many times to use /mvm set gamemode creative/survival and various other commands ive seen people suggest but none seem to work anytime I enter the command it displays the message "Success! Property gamemode was set to creative" or survival at the end depending on what world I was using the command in. However every time I go to either of the worlds my gamemode doesn't switch and I'm stuck using the gamemode I'm in. The server default gamemode is survival. In my server.properties file I have enforce gamemode enabled I have all bypass permissions disabled.
