Multiverse teleport problem

I want users in my world to be able to go to the nether the standard way through the portal, but not allow them to teleport there. How do I do that? Enforce access is 'true' in the config. They have the following permissions using permissionsEx -

- multiverse.teleport.self.w
- multiverse.access.world_nether

Edit: There's one world I DO want them to be able to teleport to, that's why the teleport permissions exists.

They are also able to teleport to worlds that they don't have the permissions for.

Does anyone know if Multiverse supports this?
