Mob / Monster Control Plugin - which one is best for regions?

Hi - looking for advice,
I've read through many of them, but I not sure if its truly what I want..
I want it that monsters only spawn in a specific area and stay in that area, but no where else in in the world. I want it that they are only in the areas I define. I see CrowdControl sounds like it does that if I get elRegion (if I'm reading right?). Are there any others that people are using for this purpose?

Right now I have monsters disabled until I can specify where they spawn
