Mob Mask/Hat - With Attributes

Minecraft version: 1.8 or Higher as im using 1.10 and can use 1.8 and above

Suggested name: MobMask

What I want:
I am wanting a Mask/Hat plugin that allows me to add attributes to masks / heads [Mob and Player]. For example Blaze mask can give Fire Resistance 1 and Pigman Fire Resistance 2, Guardian can give Water Breathing 1

I want to make is so i can add player heads too so like adding a Youtube head will give special affects too

[Would like but non needed - A trading system so 100 Sheep heads = 1 Sheep Mask]


Ideas for commands: /mobmask [Cmd] - Alias /mm or /mmask
/mobmask give [Mob name]
/mobmask reload


Ideas for permissions:
mobmask.admin -- Add Attributes and reload the plugin
mobmast.use.[mob] -- Perm to use the mask
mobmast.spawn -- Spawn a mask but can be mobmask.admin

When I'd like it by:

I think it'd be better to make the Pigman mask give you speed
