Minecraft Commands (/toggledownfall) Not Working

    Plugins: PermissionsEx, Essentials, GriefPrevention, WorldEdit, mcMMO, Vault, ChestShop

    permissions.yml (pastebin)

    Basically, I'm trying to allow the "Member" group to use the /toggledownfall command, but for some reason, they still receive the following error upon execution:

    I'm sorry, but you do not have permission to perform this command. Please contact the server administrators if you believe that this is in error.

    I don't know what's causing this issue. Any help would be greatly appreciated.
