minecarts

    People can't step in a minecart on my server.
    In the chat you see 'Hey, you cant use that here!'
    does anyone know which plugin is causing this problem???

    Probably WorldGuard.
    You probably have a flag setup that denies access to minecarts.

    Stand in the region /rg info
    See what the flags are and /region flag <region name> <issue> Deny
