Looking for a plugin where you can set the commands you want it to respond to

Hey there,
I'm not sure if the title gives enough info on what I'm looking for but here's an example:
I want the plugin to just respond with some text when a player executes a command. For example somebody types /ranks and it responds with a bunch of info on ranks. Is there any plugin capable of doing that cuz I've been looking for one since a while.
