Limit Commands per Day

What I want: Limit the number of times a command can be used per day. Heavily permission based. If a user receives a new permission the count should remain the same.

Ideas for commands: "/cmd <command>" to see how many more uses a certain command has that day

Ideas for permissions: <command>.<arguments>.<uses per day>

When I'd like it by: Not high priority
