Ok. So, I was looking at Heroes, and I thought "Oh that's awesome.. but I don't want Heroes' Spells". So I was wondering, whether there was a plugin that had a leveling system, and gave you permissions as you level. So for example, if I hit level 30, I may be given the permission 'bukkit.command.give' to spawn items (of course that's not practical but it's just an example) I'm currently using bPermissions.. if that information is required.

You would just remove all Skills that actually did anything and use JUST permissions skills. Also since it sounds like you don't really want classes (what would be the point?), You could remove all classes except the default one
