   I am playing on a server and they have a item with speed -9999 so you zoom in.
   Whats the command or how do i do that?

   I think they add one or more effects, a slowness of 255 (max) and jump boost for 255 (max) (F.ex instead of strength 2, its strength 255) When the player has enough amount of jump boost, you cannot jump. So with slowness but you can't walk I believe.
