I cant seem to find an easy plugin that simply doesnt allow new players to build/destroy/use switches until they are given permission to. Like, /giveperm (name) to give that person permission to build /delperm (name) to disable building for that person. Everything else is complicated and annoying. Something that gets this one job done, would be great!
I think the easiest Permissions plugin is GroupManager. I'm sorry for still mentioning a permission plugin, but those work best.
The easiest way to do this is in combination with what K_Cin mentioned... You would need a permissions plugin that has groups so you can have a 'default' group then later promote them to a 'member' group. There would have to be another plugin that restricts actions (such as AntiShare, the one in my signature).
