Windows XP, server is running on my own computer, and i'm asking how to make that iConomy would save data on localhost with MySql.
are you running mysql on your windows laptop? if so, then point your config to localhost:3306 with a root username and password you chose. if you are not running it yet, then download xampp and install mysql with that. xampp works wonders for those who want mysql with little or no experience with it.

Do you create an iConomy database? If not, log into your mysql and create the database. I usually create a minecraft database and let the plugins create their tables.
