I need a plugin made for me ;(

Hey, so i need a plugin like BlockCommands but the actual plugin BlockCommands is a bit complicated!

i would like a plugin just like it but like this

to set a command to a block, type /ctb set <The command set to it>
then you just right click the blocks you want that command set too.
And this plugin has permissions!
Permissions:
-ctb.create <Allows creation of a command to a block>
-ctb.use <Allows use of a permission block>
-ctb.remove <Allows removal of a permission block>
And in the config file you can edit what you type to set a command to a block like this
(You can delete the /ctb and do what ever command you want to use to change what you type to set a command to a block.)
command to create:
- /ctb

If there is no permission, anybody could do "/ctb set op <name>" and then right click the block.
That would be really dumb as they would gain access to your server in a few seconds...
