does server.properties have "allow-flight=true" in it?

 

no and no it's not even a command
people can just double tap space and boom flying...

 

is it a creative mode server?

 

you should change GameMode to 0

check your server.properties file

and check your /Multiverse-Core/worlds.yml - "gamemode:"

no.. omg thank you but.. It's not like that everyone is in gamemode 0 (I checked) and yes there is a creative server attachment via multiverse and no it's not bending..
