So I've had this problem lately.
    It used to work fine.
Basically I can connect to my server but other people cant.
Things I have done: Port forwarding (yes I know how to).
    Disable firewall.
Flipping IP's around, in server properties. Leaving it blank, or putting in my actual IP or putting in my local IP.
Not using bukkit. Using the minecraft server on the official website.
All this I have tried and still nothing has been working for me.
    Any suggestions?
    Thanks.

    Bump

What OS? Java version? What ips have you been able to connect with?

Can you post your server.properties please?

Has your local net ip changed? If everything you say is correct it should be working.... Are you able to connect from another computer on your network with your local IP?

With server-ip, I left it blank still didnt work so I put in the local ip, people still cant connect.

My IP4 has stayed the same for a while.
Could it be that my router is masking my actual IP?
Also I remember deleting something in REGEDIT a while ago that made my ports work, any ideas?
    Thanks.

Your router has your 'actual' ip. Port forwarding sends data directed at your internet IP& port to the specified local ip. Otherwise your router doesn't know where to send it, nor does it want that data as no one requested it.

Leave server-ip blank. No reason to restrict the server when your having errors. blank server-ip will accept any incoming connect that it hears.

Can you try and connect with another computer in your house? if you can its port forwarding.
If you cannot it's a firewall or something software based on your computer.

regedit controls just about everything on a windows machine. I cannot say for certain without more information.

Okay, I will try to connect with another computer.
And also I went to sites that check if your ports are open like canyouseeme.org and none of my ports work..

    rustymetal helped me!
    Server works great now!
    Thanks a lot man!

Anytime. Antman3121's cable modem was a router too.
He needed to forward the port in his comcast modem/router to his netgear router then to his PC. He had it setup in the netgear router but not the comcast one.

    for others...
If your internet IP listed in your router is not the IP showen at a website like whatsmyip.com, then your cable modem is likely a router too and the port needs forwarded in there (to your 2rd router)
