HungerPerms - Allows you to configure hunger for Specific Ranks/Players

Suggested name: HungerPerms

What I want: I'd like a plugin that can control the hunger of players/ranks. For example: If I wanted to have it so that Admins don't worry about hunger, I could go into the permissions file and add a permission node for it. Something like, (HungerPerms.FoodFree) or (Hunger.false). Now, for me to allow members to worry about hunger then i would add a permission node like, (HungerRanks.NeedFood) or (Hunger.true).

Ideas for commands: /hr Hunger <true/false> <groupname/player>

Ideas for permissions: No Hunger - (hungerperms.foodfree) (hungerperms.false)
Hunger - (hungerperms.needfood) (hungerperms.true)

When I'd like it by: Whenever it can be done.
