   As An Admin I Have Put '*' Which means all commands but i only dont want the admins to have the ability to Op a player.

   Well you should consider not making any players an admin unless you fully trust them. One way I can think of is going through all your plugins permissions and placing all the permissions from plugins that end with something.*
