How do I make a prison server?

I have seen a few prison servers. I have done some research and I found that there is not a plugin that handles all the prison functions such as: Mine reset, Tree re-grow, shop, rankup, etc. Making it very hard to make make that type of gamemode. My first idea was to use WorldGaurd and make individual regions for mines, trees, fishing, etc. Then making 1 general region and using the essentials built-in economy to make the shops. After that, use PermissionsEX to configure the ranks. The problem is that this seems like way to much work, and for it to work, it would take all these plugins working in sync, and there are just so many ways that the system could break. Is there a better way?

way to much work could mean a great server. prison servers are a thing in the past. theres lots out there i could join instead of waiting for you to make one in respect, if u want to make a server. make it unique.

 

all those plugins can be found out there, you have not searched(example)

Make something new.
