How do I add a Manager on BukkitDev?

    I have a project, http://dev.bukkit.org/bukkit-plugins/cookiecounter/, that I'd like to hand over to another developer. I've given him the Author role, but can't make him a Manager. Is there any way to do that, or is there a better way to hand over control of a BukkitDev prjoect to someone else?
