How can assistants be able to build/destroy?

Hi, i have that problem whit the assistant rank. Seems like assistants cant destroy/build block and i want to activate this option, but i have not idea where modificate it on the config of towny or permission. If anyone can help me would be great because im stuned like 2 hours trying finding one solution. Thx and sorry about the bad english.
