   i've seen that permissions 3 is inactive. Is there a new Version, and where i can find it?

   Their isnt going to be a new version you have to switch to BukkitPermissions or PermissionsEX

   a Permissions system has gone into bukkit itself.
   
   To change the default permissions or give permissions to users/groups you can now use PermissionsBukkit which also provides (otional) bridges for modules that don't use this system yet.
