   I know how i do give people the /hat permission,
   but they mess up their head with stairs etc.
   
   How do i give them the permission to ONLY use wool and no other items.
   
   any ideas?

   If you're using the essentials hat command, then I'm pretty sure this isn't possible. You could possibly ask the plugin developers to implement it.
