groups and users?

    well i'm completely new to bukkit.

    i was used to hey0 but he don't update his things anymore so i came to bukkit.

    but i installed some plugins but where is the groups or users file?

    so i can put in commands for admins and mods.

    plz help this bukkit noob :p
