   I want with griefprevention plugin make admin claims area, and make subclaims, and for each free untrusted subclaims possible players claim 1 free plot with command /shop claim and innactive 30 days untrust from subclaim how I can do?

   Lol, wow, do you really want someone to tell how you how to do it? You can't just throw the concept of the plugin and say how do I do that..
   You have to learn how to create commands, listening to events, saving data using yml or sqlite or mysql, maybe learn how to create guis.
   No one is going to write it for you!
