Global no permission

Suggested name: Global-no-permissions-message

What I want: I am not sure if this is possible but i want a plugin (that propably hooks into the permissions plugins , i use permissionsex at the moment) and gives a custom no permission message for everycommand you dont have access to. For example essentials give a dark red long no permission message and world edit gives a red small no permission message, i want to have the same message that you will be able to set in the config of the plugin.
(please dont make comments like "hey you can edit the messages for essentials and worldedit" it is an example "
