Giving a prefilled chests

So i've been searching on google about how to give / make a villager trade have a prefilled chest on it,
if we do it with minecraft command to get a chest with a spectral arrow on it, the command will be
/give @p chest{BlockEntityTag:{Items:[{Slot:0b,id:"minecraft:spectral_arrow",Count:1b}]}} 1
i want to try to make a command so whenever we execute the command we will get the prefilled chest, or summon a villager with the trade, for example, to get a spectral arrow chest, you will need to pay 1 emerald
