Ghost-type plugin for non-trusted players

Is there a plugin somewhere that gives the feature of ghost players like in Death & Rebirth but for non-trusted players. This would be nice to allow people to look around, but not be able to participate unless they are "whitelisted" lets say.

 

In permissions, make the default group have:

I wasn't just talking about build, but use, as well as item access...

 

I see where you are going with this and I don't know of a plugin that can help you. However, if you just reason with yourself for a little bit, you will notice that the only thing that guests can do is kill mobs and pick up items on the ground. They can't place lava/water/fire and they can't break anything. Even though they can still pick up items and kill...sheep...they still can't do much.

First time I tried PEX I got confused hella confused. bPermissions seemed more intuitive, but maybe I'll have to dive in again.
