Getting iconomy chest to work with permissions

Not sure where to start. I have read the stuff, tried to work it out over several days and I think my brain will melt.

All I need is to make it where I the admin, have an in game shop where users of any lvl type etc can buy or sell to the shop. Want to be the only one with a shop.

I have tried finding youtube videos, looked through post and my eyes are glazing over and everytime I attempt it I just see blocks of blurry text.

Have any of you setup your server or iconomy chest+ permissions plugins to work as I am trying to do. If so could you copy paste the config file for me so I can move on to more important things than sitting and staring at text lost and.... frothing at the mouth with confusion.
