   Hey I was wondering how i would get the users last three punishments? This would include bans, mutes, and kicks

   Keep track by storing the punishments in the config.yml or something. Like every time they get banned or kicked. There's no such thing as mutes, however in Bukkit

   I'd recommend making a folder for configs that stored uuid(s) , then make a list in the config. Every time someone gets banned, at it to the list. the get the three most current entries from the index.
