hehe I like that webcomic, seen before. xkcd But I think you don´t need a bukkit plugin for this, you can try this: plan A: Seaching an empty map on youtube. I used this one for singleplayer: http://www.youtube.com/watch?v=dZSepqBSPUY I think you can just drop it in your server and it should work. plan B: Create a map, and then use mcEdit to select a huge cuboid. Then delete it plan C: Take your shovel and pickaxe and remove every hill
With a plugin, new generated chunks would also be flat - that's the main idea: having a barren world, and building upon it. It doesn't work if you go further to find an existing world!
Well just install a plugin that makes a border! EpicZones does that, or that plugin that makes the world round. Or do you 'really' want infinity? Well real infinite isn't possible too, because integers will overflow (aka The Far Lands) Bit off-topic :S But I agree, a plugin would make it a lot more easy. Maybe a 'dummy-generator?'
There are several "WGEN" plugin out there to generate an infinite flatmap - you should check them out.
