You may have just done it for the report but try to reboot your server instead of using the /reload command.
Good chance many plugins will not handle a reload properly.
Maybe I missed it? Where is your bukkit version listed? Are you running Spigot? (If so update like EZrankslite page says)
Need API and version being used please.

Have you double checked your ranksup.yml config?
All permission groups/ranks must be properly working.
Did you specify the rankup commands in the rankup_commands section?
ps. Appears Vault is hooking to your EssentialsEcon not iConomy.
Personally I'd drop both and go with BOSEconomy.

    AGC-Intra I am using Spigot 1.7.10 w/1.8
All permissions and groups are good.
    Rankups are fine.
    Yes I have specified them.
And what is the plus with BOSEconomy?

Be sure to use the latest spigot and 1.6.1+ version of EZRanksLite. (your log shows you using 1.5.4)
Also make sure you're using the latest version of EZBlocks. (dont see it in the log you gave)
Sorry but I'm not going to do a breakdown on Economy plugins, just read up on their different pages at least and make your own opinion of how each looks. Was just a suggestion. Little differences, one example, read your startup log. Are you using Flatfile storage? What a nice warn message from a plugin. Critical bug, such a comforting word. lol sorry. :)
