Essentials enchanted kits not working

Hello, I've been trying to make new kits in essentials but currently nothing is working right, even the default dtools kit doesn't work anymore. I'm quite sure it's not my syntax and i'm 100% positive it's not another plugin interference because I've deleted all other plugins and still have the issue. the kits i'm trying to add are Ghost and Umbra, and a Shadow kit to follow after once these two work. Is anyone able to tell me what's going on or what I'm doing wrong?

Every time I type /enchant with an item in hand it won't enchant that item either, so a diamond sword in hand and /enchant sharpness 1 does nothing.
