Effects On Item

I am looking for a plugin to add effects on a item
like haste on a helmet

Suggested name : Item Effects
The commands can be simply

/ie add {potion_name}

I would like it as soon as possible

I want it compatible it 1.13 - 1.14 and it must be like

Effects shall be applied when the player holds the item and in the matter of armour the effect must be applied both if the armour is in hand or wore
The effects should not work when the item is just in inventory and not in hand or equiped anywhere in armour slots

When you use the command and for instance put haste I on a diamond helmet should this be applied for every helmet or only the one you used the command on?
