Distance based chat

What I want: I want a chat system made for roleplay, basically I want to disable global chat and let people talk only 10 blocks away. And if you can also have for example a megaphone where if you hold it in your hand you can talk 30 blocks away.

Ideas for commands: There shouldn't be many commands but one would be useful for the operator where it will be possible to write in the chat and that everyone can see even if they are very far away for example / global (message).

Ideas for permissions: As a permission, I think it would be enough for the / global command

That should be no problem Just curious, which chat and permission plugins do you use? (Just so I can test it with as close to a setup as yours)
