disable nether in server.properties not working?

    I have hellworld=false but it still loads it up.
    I think this is the reason I'm getting more CPU usage than before.
    How can i stop this?

    That setting is for the type of terrain in the main world.

    If you have multiple worlds, you are using a plugin that allows it.
