Plugin Request default player speed

Suggested name: Walkspeed

What I want: I would love to change the default walk speed for all players in the server
could you somehow make a plugin that can do that?
i found some plugins that might work but thay are outdated and don't work with 1.8.

I want to change the speed in the config file and use permissions to force it at all players

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: walkspeed.enabled

When I'd like it by: Yesterday.

Could give players a speed potion.

 

@sander201247 Outdated doesn't mean broken till proven otherwise.

@Solaris_88 on PlayerJoinEvent just do player.setWalkSpeed(configValue);

 

@bwfcwalshy But if you jump, it bypasses this... So you would have to do something else about it.
