Custom/timed durabilities

Suggested name: ItemDurability

What I want:
A plugin that implements setting timers (as opposed to just durability through usage) on items (particularly enchanted ones) . Timers should be global (meaning all affected items have a configurable durability), and only run down when player is online and item is in inventory.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: itemdurability.override
