Custom Enchantments

Hey, I've been making myself crazy trying to figure out why I cant use any custom enchantmnets plugins for the last two days and I need help. I use spigot 1.8.8 and allow unsafe enchants is true and the permissions have been set. I can use Time the Enchanter to enchant items with vanilla enchantments beyond their normal levels, and they work great. However, I can not use any custom enchantment plugins. The plugins install and everything works as far as menus and commands, but the enchantments themselves produce no effects. The items glow, they have lore but nothing happens when using them. So basically, I can use vanilla enchantments, but nothing beyond that has any effect on entitites.
