Custom /commands that display a text message?

Just like /help only with a name that the administrator can set and displays whatever text they've set too.
In theory, it could work like this

commands.txt:
rules:The rules of the server are 1) do not talk about Minecraft, 2) DO NOT talk about Minecraft

And users could type in /rules and the message would display.
This feels like something that's already been done, but I've been looking through threads and I can't find anything.

I'll try and modify MCDocs to include the commands.txt and thus have infinite possible commands.

 

You could pull this off with rTriggers using the oncommand option. Link in the signature.
