Creating idle NPC's for server... is it possible?

I'm not really looking for a trader NPC. I don't really have any interest in giving my server an economy right now. Is there any plugins that allow me to create NPC's that just stand idle in places across the server? And is it possible to edit their skins? (lets say I wanted a group of templar knights, could I create some NPC's then give them templar skins?)

I've searched all over for this type of plugin but all I'm finding is more iconomy stuff.

 

There used to be for hMod, currently I don't believe anything does this with Bukkit.

Keep in mind if it is duplicated, there is no way to apply custom skins to the NPCs, currently, as all in-game characters are skinned based on the Minecraft.net auth server records for user skins.
