Question Control panel on local PC?

    Hello,

    I have a Minecraft server running locally on my server PC and I want a friend of mine to be able to control the server without giving access to the entire PC. I want him to have full control of the Minecraft server so to speak. I have setup a Filezilla server (FTP server) so that he can modify the files but he can't turn on/off the server. Is there any solution to this?
